Theres one in the Thalmor Embassy in the last gen. Supposedly a patch fixed this but I've never confirmed. Go to the local view where it just shows the embassy and look for the entrance for the on the map then walk to it. You have to walk/slide down the mountain side, but you wont die. Do that and you will find it. If I remember right, you go to the entrance to the embassy but dont go in. Go left around the side and along the wall, look at the map ...The best way to get back in is to shield-bash your horse so it's head is in the gate, the mount it, ride through, shield bash the horse into the second gate, ride through that, then climb the wall left of the door with your horse and that should get you into the courtyard. From there you can go anywhere in the embassy. Hope this helps.
