I had the same issue and came to the conclusion there isn't one for private servers. I couldn't find it. I have Dino's in the 600 level range and they survive server restarts. i manage my private server and unless the server owner made a dino level cap there wouldnt be one, unless its an xbox/ windows 10 server. I'm using Ark Server Manager to run a server for my group for friends. Everything on the server is running great except that max wild dino level is currently 60 for some reason.
