I've only done it once and IIRC, it applied ever-increasing research bonuses plus ever-increasing stability maluses until it threatens to destroy the planet. It's bugged out. Happened to me too. Leave the system and allow another fleet to spawn and retake the system, then enter as close to the portal as you can get and try to focus it down before the system control station dies. The Scourge also have a similar bug where I couldn't bomb the infested worlds unless it was under control of them.
