Those chests are for the vendors to sell from.That's their inventory. It's just how the vendor mechanics does things. They're hidden behind the scenery because they're supposed to be hidden behind the scenery. As in, you're NOT supposed to access them. Which is why they are hidden behind the scenery. It's not a bug.
