They actually have anti-synergy. If you have echo of instability active and the explosion from that volatile kills an enemy, it wont proc Destabilizing Rounds. Its not a huge deal, but since both are not necessary IMO, I'd go with one or the other since there are so many other great fragments and perks. 2.
