Save your engrams until after at least one reset. You get extra perks every time you reset your crucible rank. This will increase your likelihood of getting the riptide you want. The more resets you wait for the better your chances. I think you max out at 99 engrams though.

The engrams have a defined table, I think only stuff you don't have from 3 or more seasons prior. If there aren't any, you can only get duplicates at that point. That said, they aren't on a knockout, i.e. you can still duplicates even though there are things you're still missing. That would be one good opportunity for improvement.
