It should be 4-5-0-0 for a Cmaj13. #4-3-0-0 with C as the root would be a Cmaj13sus4 - a rarely used chord, I would think, the sus4 being due to the F note. "major 7th" and "7th" are two different types of chords with two very different sounds. You are correct in noting that 2-3-0-0 does not sound like a 7th.
