Usually the only way you can unlock certain rewards (stars, binoculars, leaves) is whenever the correlating event runs. So, Stars=Weekend Tournaments, Leaves=Butterly Events, Binoculars=Portrait Events. The way the rewards for those are kicked off is simply by starting a puzzle while the event is active.

That is weird. Others on my (new) team aren't seeing today's tourney either. I do see it. I wonder if it's an issue of the release version or the device you are using. I am using a Pixel 3L and the latest version of the game and I do see today's tourney as well as weekend tourneys. It shows up on Friday pm for me.
