I should note that T-Mobile's LTE SMS gateway is IP only and uses the data connection (kinda like VoLTE) and devices using the LTE SMS gateway usually do not get to fall back to the 2G SMS gateway - which would explain the Message Blocking is Active issue on T-Mobile if the APN settings is off.
