I wouldn't worry about it too much. I don't think Dark Moon Greatsword is op. It's a fan favorite, and the weapon art is similar to Moonveil (and Moonveil is op/very strong, no questions asked), also it's INT, and the current hivemind seems to be "INT=OP" so that's why I think people claim it to be op. Depends on your build really, if you are more magic based then darkmoon if not then royal. Royal greatsword is pretty sweet, and it does more stagger damage. The ash of war is quite good now too. They are both really good.

As for the greatshield capability you would need to use a greatshield that allows you to use the weapon's WA.
