Unfortunately you to press the keys every time you exit a car or launch the game to change back to Third person. F10, F11 and F12 can be whatever values you choose, just press the button in-game to change it to the chosen FOV. As with the third person mode you have to press the buttons every time you enter/exit a car and launch the game.

He's already in third person though? When I had this problem i fixed it by pressing the key that has the "+" and the "=" signs, two keys to the right of the "0" key (above the letters, not the numpad). This toggles your view between first and third person. Hope this helps.
