EDIT: Thanks to a redditor. I found a way to fix this. This bug happens if you do the quest called "The Gift" and if you get the quickhack chip but then dont finish the rest of the quest. Funny, I think I have a different issue than everyone else: When I open Wilson's (2nd Amendment's) inventory, Dying Night simply isn't there to get.
