So you can turn on parking lights and only have on fog lights with them. When head lights are on so are your parking lights and hence your fog lights.Have a helper in the cab watch the gauge. If it does not then check to see if you have any blown fuses. 12 volts comes into the temp gauge and goes thru it to the sensor. Likely one of the 4 wheel speed sensors. Look at the wiring from each sensor. Also a bunch of rust from rusty brakes could stick to the sensor magnets and cause a weak signal.
